First Nations Executive Education (FNEE) congratulates Ghislain Picard on his appointment as Adjunct Professor at HEC Montréal. We are thrilled to see his nomination confirmed and wish to salute his ongoing commitment to FNEE. It is an honour to pursue our collaboration with Mr. Picard whose leadership and engagement are invaluable driving forces.

As an Associate Professor, he will play a major role in ensuring the recognition, enhancement and outreach of FNEE's activities while continuing to be directly involved in our programs. His appointment will allow a broader business community to benefit from his extensive experience and expertise on both historical and contemporary Indigenous issues. 

As Chief of the Assembly of First Nations Québec-Labrador (AFNQL) from 1992 to 2025, Ghislain Picard distinguished himself from the very beginning for his leading role in defending First Nations in Québec and Canada. With more than 30 years of experience in Indigenous politics, he is frequently invited as a lecturer to discuss and analyze issues such as the economy, social development, and self-determination of First Nations.  

He provided significant support to FNEE during its creation phase, most notably as one of its first instructors and most ardent promoters. Since its inception, he has chaired FNEE's advisory committee and actively contributed to its programs with the aim of promoting self-determination and improving the socio-economic conditions of First Nations. 

His role as Associate Professor at HEC Montréal will allow him to share his knowledge and expertise with future generations. His deep understanding of historical and current Indigenous realities equips him to address numerous issues affecting both Indigenous and non-Indigenous people, particularly reconciliation in its various dimensions—political, social, educational, and economic. 

About Ghislain Picard 

Recognized for his leadership, Ghislain Picard has held various positions representing First Nations, including on the Atikamekw and Montagnais Council and the Société de communication Atikamekw-Montagnais (SOCAM), which he founded. 

Since 2021, he has chaired the Board of Trustees of the McCord Stewart Museum and the advisory committee of FNEE. Additionally, he co-edited the book De Kebec à Québec – Cinq siècles d'échanges entre nous with Denis Bouchard and Éric Cardinal.  

As Chief of AFNQL from 1992 to 2025, he served on the Assembly of First Nations' executive committee and management committee, acting as principal spokesperson on matters related to justice, public safety, and border issues. 

He was appointed Knight of the National Order of Québec in 2003 and received the insignia of the Legion of Honour from the Consul General of France in 2005.
